As the government of Uganda plans to implement its decision to construct an Oil refinery to boost commercial gains in the budding Oil and Gas (O&G) sector, a parliamentary committee on natural resources has discovered gaps in the compensation and resettlement of people likely to be affected by the project.

The Government identified 29 square Kilometers of land in Hoima district, which is within the oil rich Albertine graben. This is where the Multi million dollar oil refinery is expected to stand.

Plans are being finalized to start the project in June 2015 and is expected to be finalized in 2020 (ceteris paribus).

However, the details of a report by the Parliamentary committee reveal a number of glaring gaps which must be sorted conclusively before the commencement of the construction of the oil refinery.
